The US Army Secretary, Daniel Driscoll, was an surprising envoy for the White House's latest proposal to resolve the Russian invasion in Ukraine. Driscoll's close relationship with Vice President Vance has positioned a close associate of the Euroskeptic VP at the forefront of President Trump's latest effort to conclude the conflict.

Prior to his recent trip to Kyiv, Driscoll was not known as a mediator or diplomat, and his initial efforts to promote the deal to European policymakers were labeled chaotic.

Driscoll's close relationship with Vance, with whom he attended Yale and shares a close friendship, signal the rising influence of the non-interventionist VP in negotiations to resolve the Ukraine crisis.

The VP's Role in Ceasefire Efforts

It was Vance who intervened during Volodymyr Zelenskyy disastrous initial trip to the White House in March and insisted he show Trump more courtesy. Now, Ukraine is once again resisting demands from the US to agree to a quick settlement that local officials have described as a surrender.

Following a tumultuous first year in power, international actions in the White House are reportedly influenced by a handful of Trump's top aides, including chief of staff Susie Wiles, rightwing adviser Stephen Miller, envoy Steve Witkoff, secretary of state Marco Rubio, and of course Vance.

Vance has been a vocal supporter of the recent plan, which was crafted by Witkoff and Trump's son-in-law Jared Kushner, together with the Kremlin envoy Kirill Dmitriev.

“Every criticism of the peace framework the White House is working on either misunderstands the framework or misrepresents some critical situation on the ground,” the VP stated.

Early Efforts and EU Responses

Vance's early efforts at negotiating a ceasefire agreement with Russia, while simultaneously attempting to restore ties with Moscow, were unsuccessful and left his team feeling frustrated with their Russian interlocutors. Leaders in Europe, meanwhile, were irritated by his early speeches, in which he accused them of running from their voters, who Vance said held anti-immigration and conservative positions similar to those of Trump's own supporters.

But, the recently published ceasefire proposal closely resembled his positions, and he has been one of the most forceful spokespeople for the deal in the administration, even as the US has been under fire for accepting a peace framework that mostly resembles Vladimir Putin's extreme demands.

In social media updates this past weekend, Vance asserted that a peace deal would have to produce a truce that respected Ukrainian sovereignty, be agreeable to both sides, and prevent the war from resuming.

“Peace won’t be made by failed diplomats or politicians living in a fantasy land,” he added. “It might be made by smart people living in the real world.”

Additionally, it was Vance who continued on the presentation of the peace plan in a phone call with Volodymyr Zelenskyy. Trump had primarily tasked his team with obtaining a signature on the peace deal prior to Thanksgiving this Thursday in the United States.

Rubio's Response and Private Concerns

That was a notably more enthusiastic support of the proposal than that expressed by the top diplomat and national security adviser, Marco Rubio, a more traditional hawk in the administration who has gone from a uncertain position inside the White House to more stable footing.

Rubio was a member of a US team that went to Geneva this past weekend to meet with Ukrainian leaders to help moderate the original 28-point peace plan in order to make it more acceptable to leaders in Kyiv.

However, his first reaction to the deal was lukewarm:

“Stopping a complicated and deadly war such as the one in Ukraine demands an thorough discussion of substantive and realistic proposals,” Rubio stated recently. “And, securing a lasting peace will require each party to consent to challenging but essential concessions. This is the reason we are and will persist to create a list of possible ideas for resolving this conflict based on feedback from each party of this conflict.”

In private, he was said to be much more skeptical of the proposal. The GOP lawmaker Mike Rounds stated last week at the Halifax International Security Forum in Nova Scotia that Rubio had contacted lawmakers to clarify that the agreement was merely a preliminary proposal from the Russians and not an initiative pushed by the administration.

“The Secretary made a phone call to us this day and I think he made it very clear to us that we are the recipients of a proposal that was presented to one of our representatives,” said Rounds. “The document is not our suggestion, it is not our ceasefire proposal.”

Rubio acted swiftly to fall in line. “The peace proposal was authored by the US,” he subsequently stated. “The framework is presented as a strong framework for continuing discussions. The proposal is derived from feedback from the Moscow. But, it is also informed by previous and ongoing contributions from Ukraine.”
